This desk review focuses on the results-based management (RBM) framework at the United Nations Industrial Development Organization (UNIDO). It examines the implementation and consistency of the RBM within the context of UNIDO’s programs and budgets, the Medium-term Programme Frameworks (MTPF) for 2018-2021, and other strategic documents. The review assesses alignment, coherence, and gaps, laying a foundational analysis for a strategic evaluation of the MTPF planned for later in the year. Methodologically, the review relies solely on document analysis, including evaluations, policy documents, and RBM frameworks from peer UN organizations, setting the stage for further hypothesis-driven evaluation. Key areas of progress and ongoing challenges from the previous 2015 evaluation are also reexamined, particularly in terms of SMART indicators, risk awareness, and the integration of cross-cutting issues such as gender and environmental sustainability in the latest MTPF 2022-2025.
