DE conducted an evaluative review of Subprogramme 2 (SP2) “Trade and Investment,” which is embedded within the Trade, Investment, and Innovation Division (TIID) of ESCAP, supported by the Asian and Pacific Centre for Transfer of Technology and the Centre for Sustainable Agricultural Mechanization. The evaluation aimed to provide actionable insights to enhance the impact of SP2 and the value of work executed by TIID, aligned with the overarching goal of achieving “inclusive and sustainable trade, investment, and innovation in Asia and the Pacific.” This goal is crucial for helping Member States in the region meet relevant Sustainable Development Goals (SDGs).

The evaluation adopted a mixed-methods, inclusive, and participatory approach, featuring extensive triangulation and counterfactual analysis to produce credible, reliable, and unbiased outcomes. It was formative in nature, intended to support organizational learning and strategic decision-making to inform the future programming and delivery methods of TIID.
