Esther Rouleau  is an evaluation expert with over fifteen years of experience in international development. She has successfully completed over 50 consultancy assignments for UN agencies, funds and programmes, international financial institutions, global funds, bilateral donors, NGOs, foundations, and research institutions.

Ms. Rouleau has conducted a wide range of programme, policy, and strategic evaluations, as well as organizational assessments and development effectiveness reviews. With in-depth knowledge of the UNEG Norms and Standards for Evaluation, she has significant experience reviewing the quality of evaluation products. As a strong evaluation methodologist, she has reconstructed, tested, and validated numerous theories of change for clients seeking to improve the quality of programme design and implementation.

In the area of environmental sustainability and climate change, Ms. Rouleau has conducted multiple evaluations, including for the Green Climate Fund (GCF), Global Environment Facility (GEF), and World Bank. Her expertise in food security and agriculture is demonstrated through her work with the World Food Programme (WFP) and International Development Research Centre (IDRC).

Ms. Rouleau has also served as a gender specialist for several evaluation assignments, integrating gender equality and equity dimensions into evaluation design, data collection, and reporting.

With working experience in more than 25 countries globally, Esther is fluent in English, French, and Spanish, with a good command of Portuguese and Arabic.
