The Organization for Security and Co-operation in Europe (OSCE) conducted this annual evaluation to assess progress made in implementing the 2004 OSCE Action Plan for the Promotion of Gender Equality. The main objective was to evaluate gender mainstreaming within OSCE structures, policies, programs, and activities, as well as the professional working environment across OSCE’s operations. The evaluation aimed to identify areas of success and areas needing improvement to ensure comprehensive gender equality and greater gender balance, especially in leadership roles. The evaluation covered gender-focused policies and capacity-building efforts across OSCE’s field operations and institutions. The DE team conducted a detailed review of staff data, gender balance in recruitment, and the gender marker system in evaluating gender mainstreaming efforts across OSCE activities.
