The Energy Transition Partnership Programme:
The Energy Transition Partnership (ETP) aimed to accelerate the energy transition in Southeast Asia through targeted technical assistance, capacity building, and knowledge sharing initiatives.
Methodology:
The evaluation of the ETP programme utilized a mixed-methods approach, blending qualitative and quantitative data collection techniques. Key activities included in-depth desk reviews examining over 100 project documents, including progress reports, technical outputs, meeting records, partnership agreements, and strategic documents.
The evaluation conducted extensive stakeholder consultations through field missions to Indonesia, Vietnam, and Thailand, while virtual data collection was conducted for Philippines and Cambodia. The evaluation team conducted semi-structured interviews with 48 stakeholders (31 males, 17 females), spanning UNOPS management and staff, government representatives from the participating countries, implementation partners, development partners, and energy sector stakeholders. Focus group discussions complemented these interviews, while an online survey gathered inputs from 215 project beneficiaries.
The evaluation covered activities implemented from 2019 to 2024 across Southeast Asian countries, examining policy advisory services, capacity building programs, technical assistance initiatives, and country-specific activities.
