The United Nations Office on Drugs and Crime (UNODC) commissioned this final in-depth evaluation to assess Phase II of the project “Prevention of Transmission of HIV among Drug Users in SAARC Countries.” The project aimed to reduce HIV transmission among drug users, particularly injecting drug users (IDUs), in seven countries: Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The evaluation focused on advocacy efforts, risk reduction approaches, and the effectiveness of scaled-up interventions. It utilized a combination of interviews, field visits, and reviews of program documents.
