The evaluation assessed UNIDO’s Investment and Technology Promotion Offices (ITPOs) network, which includes offices across eight countries. It analyzed the network’s alignment with strategic objectives from 2010 to November 2020, focusing on its roles in facilitating investment and technology transfers from industrialized to emerging markets. The ITPOs’ three main functions were reviewed: providing negotiation support, operating the delegate programme, and fostering networking within UNIDO’s global framework. The two-phase evaluation process first examined individual ITPO operations in Shanghai and Bonn, followed by a comprehensive review of the entire network, including policies, strategies, and operational processes. This strategic evaluation was intended to advance UNIDO’s overarching goals and identify potential areas for improvement.
