The objective of the Review was to determine the extent to which Sida’s Research Cooperation Programme has obtained its expected results over the period 2006- 2013 and thereby provide Sida with information that can be communicated to specific target groups as well as to the Government of Sweden to which Sida is accountable for the success and failure of the research cooperation. Sida and its partners should also use it to improve institutional knowledge and understanding of how best to make research cooperation achieve its objectives, improve its methods and increase its effectiveness. The review was based on a three stage process: an examination of Sida reporting documents and evaluations, a survey questionnaire of 65 partners, 54 of whom (83%) responded within the set timeframe, and a review of specific field visit to two locations (Nairobi and Addis Ababa) to conduct follow-up discussions with key partners. It is also based on the observations and interviews made during RBM workshops with partners. Expected results were defined in Sida’s research cooperation plans over the period.
